POWNAL — The Vermont Public Service Board outlined a partial schedule Friday to consider an unusual petition by developers to speed the construction of two 29.5-megawatt biomass and integrated wood pellet manufacturing facilities in Pownal and Fair Haven.
Beaver Wood Energy, LLC, is seeking permission to begin preliminary construction on both plants so it can qualify for a federal financing grant that expires at the end of the year. It also hopes the entirety of both projects will be handled under Act 248, a bid opposed by local planners and lawmakers, who say the wood pellet project should be looked under Act 250 or local zoning.
Opposition groups from Pownal and Williamstown, Mass., have voiced opposition to the request for early work, and to the project in general, saying not enough information is available.
